Chief Schulze was the first full time paid Fire Chief in Sacramento County and served as Elk Grove’s Fire Chief for 29 years before stepping down to serve for five more years as Elk Grove’s Fire Marshal. The facility’s name honors the late Elk Grove Fire Chief, William Perry Schulze. 2 Rope Rescue Systems Rope Rescue Systems incorporate a mainline to lower and raise rescuers and victims and A Belay line which provides a redundant safety component for those who are suspended from the mainline. The facility provides a comprehensive training experience for the Cosumnes Fire Department personnel as well as neighboring fire departments, law enforcement agencies, and statewide certification classes. It requires less rope than a (non-piggybacked) 2:1 system, is reasonably easy to rig, is easy to add a progress capture device, provides an appropriate amount of mechanical advantage to raise one or two people, and with a few tweaks it can be converted into a simple 5:1 system.
